make delete confirmation a dialog box

Bug description:
currently, the delete confirmation on the Answers page takes you to a
whole other page. The confirmation should simply be a dialog box with
the following text (or something similar)
"Are you sure you want to delete this question?
Once deleted the question cannot be recovered."
