An option would be to display a predefined number of Questions on the Newest and Popular page (e.g. 50) without the need of clicking through pages and add a new Section called 'All' containing all questions. The latter could then have a list of numbered pages to browse through (as described before).
This would also solve the 'Back' problem (at least for the Newest and Popular page).
