Don't show comment field on answer page

Bug description:
Showing the comment field on the answer page makes it too easy to
accidentally comment when what you really want to do is answer (and I
would assume the reverse would be true). We should just leave it to
the buttons so it's more apparent if you're supplying a comment or an
answer.
