only allow up votes for Questions

Bug description:
We've noticed some questions being down voted simply because people
didn't like the question and nothing to do with the questions
relevance or importance. As such, it might be a better idea to only
allow up-voting on questions.
We don't want to discourage users from asking a controversial
question.
I've attached here a mockup and some images for a up-vote only
version.
