Mods should be able to mark a question from the new Answers system as a
bug or feature request, which would then inform the original poster and
provide them a link to report it. The mod should be able to submit the
project it applies to, making the link point to that project's report
page (similar to how !report works in IRC). The question would also be
removed from the public view. The form could look like this:
