Let mods mark a question as a bug or feature request

Bug description:
Mods should be able to mark a question from the new Answers system as
a bug or feature request, which would then inform the original poster
and provide them a link to report it. The mod should be able to submit
the project it applies to, making the link point to that project's
report page (similar to how !report works in IRC). The question would
also be removed from the public view. The form could look like this:

Hey guys, mah internetz is borked on Jupiter. I have an off-brand series X
network card connected with a USB-to-Serial connector plugged into my Brand Foo
monitor.
[_] Mark as bug for [_____________] .
[_] Mark as feature request for [_____________] .
[_] Mark as answered.
[_] Lock question.

And the message sent (via email or PM) to the original poster could
simply read, "Thank you for your [question]! However, a moderator
feels that it is more of a (bug report | feature request) than a
common support answer. You can easily (report this bug | submit this
request) using [this link]. Thanks again!"
