Answers should default to Newest Questions

Bug description:
When a user goes to the Answers section, the page should display
"Newest Questions" by default, so that they can see the current
activity happening on that part of the site. In order to keep
unanswered questions from getting dog-piled, the "Unanswered
Questions" tab should be highlighted when there are questions still
needing to be answered.
