Support should search for similar questions before creating a new one

Bug description:
For example, if there's already a "How do I connect a printer?"
question, a new question titled "How do I use my printer?" should
suggest the existing article, but still allow the user to create a new
question.
This would be similar to Launchpad's bug reporting system. :)
