Separate Answers section for developers

Bug description:
Nothing wrong with the current implementation of Answers, but I think
there should be one for developers and one for users.
if I'm a developer, I'm not inclined to post a technical question
about granite if all I can see is a sea of "MY WIFI NO WORKSING" and
"HOW 2 PLANK!@?"
So basically keep all the code, just make a clone of it xD
