HIG should specify developers use ellipsis character

Bug description:
In the section on ellipses in the HIG, the section does not specify
that developers should use the ellipsis character(…, U+2026), and
indeed uses three consecutive full stops. Developers should be
encouraged to use the ellipsis character so that apps look better with
different typefaces, and so that ellipses in the interface are
properly typeset.
