It's more of a problem in a multi-process environment:

As soon as one process initiates recovery then the other process has
to be restarted (the stores cannot be closed either when it's come
to that).

I've pushed that patch with small modifications.

On second thought I don't think it's a good idea to warn users
of other apps. This is just a convenience feature, likely only
affects BDB and there only users who want to avoid a recovery
fringe case.
