ELF Tool Chain is still changing frequently and I suspect most users will want to fetch the latest from SVN. That said, on the Sourceforge files page it reports that the release tarball is downloaded ~ 20 times per week.
A lot of progress has been made since the 0.6.1 release in 2012 and I think we're overdue for a new release.
