elinks/po/README contains a list of languages and appropriate
Plural-Forms headers, excerpted from GNU gettext documentation.

    README was updated, plural forms handling is now described.

GNU gettext 0.14.1 released in January 2004 came with the
following permission notice for documentation:

> Permission is granted to make and distribute verbatim copies of
> this manual provided the copyright notice and this permission notice
> are preserved on all copies.
>

It seems to me that none of these permission grants is applicable
to po/README.  Was other permission received from the FSF, is the
copy believed not to require permission, or should it be removed?
