Is it compatible with version 2 of the GNU General Public License?
In particular, I have doubts about point (c), which requires
notices not only in the modified files but also in documentation,
and thus appears a bit more restrictive than GPLv2 clause 2. a).
I guess it would be allowed by GPLv3 clause 7. c) though.

If this license is not GPLv2 compatible, do you know some source
From which we could get Unicode mappings for ISO 8859, KOI8-R,
and various Windows codepages under a GPLv2 compatible license?
This is for the sake of ELinks, which has a number of unclearly
licensed (and occasionally incorrect) charset mappings in its
source tree and converts the data into arrays in the executable.

I see the ICU library uses almost the same license; it just omits
requirement (c) and doesn't mention data files.  So if (c) is the
only problem, we could possibly use ICU; it would be technically
better than relying on the locale support in libc.  However, it
would be easiest for us to use Unicode data files.
