I've been packaging 0.5 ever since it has been possible :

Note that for the plugins directory, I create and own it from the main
elisa package in order to not have an orphaned parent directory, nor
have it owned by all plugins packages.

Note also that I've recently split out an "elisa-common" package from
the main elisa package, which provides "elisa-devel" in order to break
the dependency loop which would have been caused by elisa requiring the
plugins to run and the plugins requiring elisa to build.

As of now, the 0.5.2 packages for Fedora are more or less working, as I
heven't tested the web2 8 compatibility since 0.5.1, so it might still
not be working for some plugins (youtube).
