Now for a _very_ late reply :(
elisa-get dates back from the days of elisa 0.3.x and hasn't been ported
to the 0.5 series. It is therefore dead code that we will remove. I
don't know the extent of the functionality elisa-get was providing but
it might be interesting to re-write a command line tool to inspect the
plugin repository and perform various plugin-related operations.
Since Elisa 0.5.18, you can manage your plugin collection from within
Elisa's UI, so for the average user that will hopefully fill all the needs.
