Nope, it has a local XML-based database that one maintains by oneself.
I normally use the web to find stations and add them there.

Agreed!  This was exactly going to be my approach.  First have some list
of station I could choose from, then an ability to add them and maybe
then tie it in with the Shoutcast and possible still-to-be-created
Icecast plugin (Icecast also has a directory with stations running free
software).
