Hi Stephan, The plugin list is a simple json serialized list of plugins. However the script that we use to generate it is currently not public because too hackish/unclean/incomplete anyway. We will at some point rework it and probably make it part of the source tree, but that's not on the planning at the moment.
Out of curiosity, what plugins do you need to patch and what are the patches? If some of them can go upstream that would be preferable. And if you have custom plugins that may be of interest to others, we could consider publishing them in our on repository.
