https://github.com/viebel/klipse is a great javascript runtime for such purposes, but to date no one has created a javascript or webassembly based interpreter for Elixir. If you wish to be the first (probably more easily doable via elixirscript perhaps?) then just plug it into that framework so it can handle the rest. :-)
