Yes, you are right, I forgot to export MIX_ENV=local. :) I believe the only way is to have a configuration to specify the actual default_env. I started adding support for such but I decided to revamp the whole CLI configuration. Please see the following PR: https://github.com/elixir-lang/elixir/pull/12183
