I'll be taking a long flight tomorrow and I'm curious if there's an easy way to install packages without the `elm package install` tool, which seems to require internet access.
For instance, if I have a new project, and a "package" installed in another project that I've previously worked on, is there a way to install the package using the other directory as the "source" (rather than the internet)?
