I am looking at the github page for that project, and it's elm-package.json
<https://github.com/tortus/elm-array-2d/blob/5462efa4ebfd6e2600c5c227a8337f4258d44f08/elm-package.json>
says something different:
"dependencies": {
"elm-lang/core": "4.0.0 <= v < 5.0.0"
},
"elm-version": "0.17.0 <= v < 0.18.0"
I don't know why this is different from what you are seeing.
