Yes, I think it could. What I have done is to come up with an appropriate 
program type for static Html, which takes a Json as input and produces a 
Html Never as output, and has no update function. 

I'd start with figuring out what your program type for "business logic 
only" is going to be. I don't know Vert.x but is it message passing based? 
So perhaps your business logic goes in an update function that responds to 
and produces messages?
