I haven’t used ELPA before. I had trouble with ada-imenu and gpr-mode;
got going by following the advice at
http://www.emacswiki.org/emacs/ELPA to put
(setq package-enable-at-startup nil)
(package-initialize)
at/near the start of ~/.emacs,
What version of Emacs are you running?
This is only required for Emacs < 24.3

Yes; ada-imenu is not enabled by default.
This should work near the bottom of ada-mode.el, where other files are
required:
(when (featurep 'imenu)
(require 'ada-imenu))
I should mention this in the user guide, customizations section.
and
(require 'gpr-mode)
That's because ".gpr" is not in auto-mode-alist. We need:
(add-to-list 'auto-mode-alist '("\\.gpr\\'" . gpr-mode)) ; GNAT
project files
I think that can be an autoload in gpr-mode; I'll give that a try.
