Excellent. (Also makes another error message disappear that I had now
observed when pressing M-; with point on a second line of a comment,
"user-error: No M-x tags-search or M-x tags-query-replace in progress")

The integration of comments with the usual editing features is
so much better than what I am used to when using different languages'
modes, let alone that of other editors. Very minor discrepancies
cannot change this. E.g., press M-Q with point on the empty lines
of the comments:

procedure Non_Comment           -- The following line will be removed on M-Q,
                                --
is                              --  * if it was an empty comment.

   E : String := (1 =>    -- The following line will stay when pressing M-Q,
                          --
                          --  * even though it was empty.
                    'A');
