The 9.0-pre2 tar file includes everything and compiles fine
(emacs-23.0.0_NS-9.0pre2). The emacs source files in that tar file are
from savannah.gnu.org, tagged/branched to emacs-unicode-2. A cvs
update on these files can be done. But the nextstep/ subdir is not
under cvs control, so will not be updated.
The web page mentions that once one has the tar file, "you should be
able to use the diff+mini option in the future, as long as you keep
the checkout updated with occasional "cvs up -d""

I apologize. All of this was assuming I was going to have the time
to make frequent updates to the released nextstep code. I have not.
Therefore the diff will no longer apply against current CVS sources.
I'm hoping to get a new point release out by next week, which will
restore things for the time being, but leaves the longer term problem
which is that I haven't had the time to work on the last 10% of the
project that needs to be done (which, as we all know, may take more
than 10% of the time.. ;)
(BTW, the 'diff+mini' option refers to the fact that the nextstep
subdir is not part of emacs CVS (yet), and there's no way to include
it in a cvs diff, therefore a small tarball containing just this
subdirectoy must be added to the diff to assemble a complete
sourcetree starting from emacs CVS.)
