OK, after this and a full day SourceForge outage I've replaced the rc3
dmg and source tarball with ones with the describe-xxx functions now
working (and hopefully the GNUs ones as well).  The release number is
not bumped because there were no source changes in the release (just
.elc and Emacs binary).
