MH-E was incorporated into Emacs sometime around version 13-15 in
1983-1985. Perhaps you are thinking of the creation of the MH-E
SourceForge project in 2000 or the creation of the Emacs lisp/mh-e
directory in 2003.

Please limit this discussion to the points I mentioned. If one wants to
discuss the merits of packaging, please do so with a different subject.
