??? I don't understand.  Please try again.

It would help users to navigate in the NEWS file in case there is no
outline-mode.  Just compare it with, say, a big HOWTO file for
GNU/Linux.  If I find in the TOC that the I have to go to section
1.2.3, I just do a forward search to this item.  Additionally, while
doing a quick scrolling down, regularly increased section numbers
help the eye to find a section more easily.
