For many commands using the minibuffer an extra temporary window is used, for example with C-h ? or with completions. I think it would be very nice if in all these the same keyboard command was used to scroll that extra window and to move into that window.

How about using <prior> and <next> (on w32 that is Page Up/Down) for scrolling that extra window? Could C-M-x o be used to move to that extra (other) window? Or maybe Tab since that is easier to type? (For completions an extra Tab could be used.)
