It seems Microsoft removed the "What's This" string and/or tooltip from the latest versions of Windows, but the functionality is still there. Here's that example again: in the Internet Explorer, click "Tools" from the menu bar and select "Internet Options". You should be looking at the "General" tab now. Click on "?" in the upper-left corner of the dialog, then move mouse pointer to the "Delete Cookies" button and click there.
