The bug tracking system on savannah is _really_ bad (or at least it
was the last time I tried to use it in earnest). Regardless of how
useful it is in theory, if it's annoying and inconvenient to use, it
will see little use.  This is especially true when the bulk of work is
done by volunteers who want to spend what little time they have on
coding.
