I'm glad I clarified. I had mentioned the creation of an image-directory
variable. However, I prefer Kim's suggestion of image-load-path since
that would allow an external package to use its own image directory in
addition to the standard images. Would you agree?

Right. The default image-load-path would contain $EMACS_ROOT/etc/images
so that images would be specified relative to that.
