If you have Emacs 22 (CVS) or Gnus 5.10 installed, you should also
have the manual: (info "(pgg)Top").

PGG has been developed as a separate package (by Daiki Ueno, AFAICS).
It has later been include in Gnus (Gnus 5.10).
