    elpa-admin.el: Fix a warning and a corner case failure
    
    * elpa-admin.el (elpaa--call-sandboxed): Filter out `$TMP/$TMPDIR`.
    (elpaa--write-pkg-file): Try and silence the "missing lexical-binding"
    warning.
