You can also use different emacs input methods such as
spanish-postfix
spanish-prefix
and a multitude of other input methods.

You can also configure the keyboard layout at the system level, for
example if you run X11, you can configure it writing a .xmodmap file and
loading it with:

M-x shell RET xmodmap .xmodmap RET

Google for examples; with xmodmap you can configure composition,
dead-keys, direct access to accents with modifiers, etc.
