Maybe you've set org-agenda-include-all-todo to true? Try M-x customize-variable org-agenda-include-all-todo RET org-agenda-include-all-todo is a variable defined in `org.el'. Its value is t Documentation: Set means weekly/daily agenda will always contain all TODO entries. The TODO entries will be listed at the top of the agenda, before the entries for specific days. You can customize this variable.
