Not true here, by a long shot!

$ egrep -c 'https?://' */TODO.org
work/TODO.org:78
personal/TODO.org:180
$ egrep -c '[<[]https?://' */TODO.org
work/TODO.org:8
personal/TODO.org:50

So that's 58 out of 258 enclosed in brackets, which is 22.5%.
