    http://ftp.gnu.org/gnu/recutils/recutils-1.7.tar.gz had no
    REDADME.dev. It did have a README, which mentions README.dev but no
    README.dev.

Aha, looks like README.dev is not included in the distribution tarball.
Time to fix that :)
