Ok, figured it out. This only happened in files with

#+TODO: 20% 30% 40% 50% 80% 70% 90% 95%

as part of its to-do directive. After removing the percentage to-do
steps, camelcase worked and
it stopped complaining about "invalid format operation %%\".
