32.7 Times of Sunrise and Sunset section of Emacs manual is relevant.
Also, 32.11 Daylight Saving Time. Note that the DST rules appear to be
manual instead of being automatically determined from the TZDB.
Though proper TZDB support is probably something we may eventually need
to ask upstream.
