I inspected `mode-name'. I tried harder, and I was able to reproduce using literally emacs -Q. In contrast, I cannot reproduce when running from Emacs git directory (not using built-in Org version), even when I use the same release tag. It looks like Emacs bug then. I suspect some funny staff going on during compilation.
