Before you start listing unsatisfactory solutions, it would be helpful
to know what the problem is. :-) What kinds of quotes and attribution?
For what backend (we only know it's not texinfo)? Does the result need
to be styled or semantically marked up as an attribution in some way?

Unless you're quoting a verse, #+begin_verse probably isn't the right
approach.

The attribution for a quote may not be logically part of a quote, but
with block quotes, typographically it usually is part of the block, or
at least continues with the same indent. E.g.:

  Men are congenitally compelled to impose a meaningful order upon
  reality. (Berger, 1990)

Or:

  "Men are congenitally compelled to impose a meaningful order upon
  reality."

In these cases I'd just put it inside the #+begin_quote block.
