Looks safe and is also an improvement. Maybe we need to have something
akin org-html-tag-class-prefix and org-html-todo-kwd-class-prefix as well.

I am not sure if I understand you correctly, but are you suggesting to
add additional emphasis syntax to Org mode itself? Or just ox-html?
