I'm not sure I understand the use case, but you can set which tags export on a per-file basis.
http://orgmode.org/manual/Selective-export.html#Selective-export I read somewhere that :noexport: will prevent a subtree from being exported automatically, and I've used that to tag some notes, export to PDF, and print.
