How about looking at the manual? org-store-link and org-insert-link are pretty good starting point. If the target file is going to be modified in non-trivial manner I suggest one of the following: 1. Plain old bookmarks 2. Plain old TODO, FIXME or [YOUR INITIALS] markers 3. Collecting the function tags in the Org file as headlines and jumping to it.
