Well, yes - but Carsten knew[fn:1] there'd be someone (we won't mention names :-) ) who would do that and took care to do the add-hook/remove-hook thingie while setting up the mode when you open an org file: see line 5016ff in org.el. So it sounds a bit more ominous than it actually is. OTOH, if your .emacs opens an org file between lines 18 and 1568, all bets are off.
