For Emacs + Windows there is this repo http://sourceforge.net/projects/ezwinports/files/ maintained by Eli Zaretskii. In EzWinPorts, I don't see Zip and Unzip. But if you write to Eli (he posted on this mailing list a few days back) he may make a port of this available. ps: I am no longer on Windows, but in the past I have used dlls from GnuWin32 package.
