This produces an invalid value for the variable:
'((("b" . "beamer") ("l" . "latex")))
Notice the spurious pair of parens.
You may use:
(add-to-list 'org-export-snippet-translation-alist
'("b" . "beamer"))
(add-to-list 'org-export-snippet-translation-alist
'("l" . "latex"))
