* lisp/ox-html.el (org-html--build-meta-info ): charset and viewport
meta data should come first in `head'. As mentioned for example in:
- https://code.google.com/p/doctype-mirror/wiki/MetaCharsetAttribute
- http://getbootstrap.com/getting-started/#template
